As part of the government’s efforts in uniting the country’s political leadership, they’re said to be providing the public with imaginary enemies to hide their own shortcomings, especially during the pandemic. Due to the vast impact of COVID-19, the Russian public administration’s corruption and ineffectiveness were exposed, leaving their people frustrated and frayed with doubt.
